My Impressions

It has been an interesting and very wet summer.  We have gotten nearly 130” of rain up at the Kalihiwai Reservoir where we usually have 100” for the year and there are still four months left entering fall and winter.  Couple this with a nearly drained lake for safety reasons and it makes for an odd situation to go on for some years now.  The easement holders at Porter Irrigation were able to dredge the mid-level discharge channel to keep the lake now at about 5’ throughout the remediation.  The embankment erosion area on the dam of about 140’ in length has been filled and compacted and covered with an erosion control mat.  

Our next challenge will be to find a new Engineer On Record and new construction company to take on our KRRP.  We have hired Andy Hood and Kristin Duin of SGRII to help us with completing the new Dam Safety Permit we hope can be re-submitted by the end of October.  That will start a six month or less process of review by various agencies for approval and once those are all in we can by then have a new engineer submit the DSP with a QAP, NPDES, and other construction related items for another 8-10 month review by DLNR and the County of Kauai to be completed towards the end of 2019.  Construction could then begin and be completed in 2020 as planned.  All of the construction phase would be affected by weather of course, but for next year it is just a waiting game and hoping to see some ditch maintenance completed perhaps.

The Kahiliholo Road project just lingers on in limbo as we continue to use the bypass road maintained when we get on the brink of not being able to drive on it safely.  The utilities are still hanging by a thread and no amount of calls seem to make much difference in the concern of the companies involved.  They all just say the lines will be repaired when the road construction begins so a Catch 22 of waiting for the other person to do something as the other person is doing the same thing.  

The fish have died, the birds are confused, the Coots and Moorhens pretty much gone, and the rain keeps coming down no matter what.  What we can count on is the rain.  We have an abundance of rain. . .
